Taipei City Department of Cultural Affairs Engages Lin & Partners as External Counsel for the Songshan Cultural and Creative Park Build-Operate-Transfer Project

Lin & Partners, a leading Taiwan law firm to global corporations, financial institutions, and government agencies, announced today that the Taipei City Government has engaged the firm as external counsel for legal matters arising at the Songshan Cultural and Creative Park built-operate-transfer project. Lin & Partners was selected for a one year engagement from among several prestigious law firms that competed in the bidding process. The awarding of this bid to Lin & Partners follows shortly after the Taipei City Government’s Urban Regeneration Office engaged the firm in 2015 for two long-term projects.

The premises now occupied by the park was constructed in 1937, during Japan’s occupation of Taiwan, as the Matsuyama Tobacco Plant, and subsequently the plant was renamed as the Songshan Tobacco Plant when control passed to the Taiwan Tobacco and Wine Bureau after World War II. In 2001, the Taipei City Government designated the defunct tobacco factory as a historic site and in 2011 the site was turned into a creative park to provide venues for cultural and creative exhibitions and performances as the “Creative Hub of Taipei”.

Managing partner Dr. George Lin will lead the engagement, assisted by senior associate David Lee.

As part of this engagement, Lin & Partners will advise the Department of Cultural Affairs in rental fee and documentation negotiations with the BOT operator, the establishment of criteria for the use and lease of the creative park’s facilities, and establishment of affordable rental rates for start-up companies in the culture and creative arts industries.
