Lin & Partners, a leading Taiwan law firm to global corporations, financial institutions, and government agencies, announced today that Taiwan Power Company (“TaiPower”) selected the firm as its special counsel to draft laws and regulations for the management and storage of highly radioactive nuclear waste. TaiPower plans to decommission at least two nuclear power plants in the next ten years, leading it to prepare the physical and legal infrastructure for long term storage of highly radioactive waste. Lin & Partners was selected via a competitive bidding process involving prominent local firms.

Dr. George Lin, Lin & Partners’ founder and managing partner, will lead the project, assisted by senior associate David Lee. As part of the project, Lin & Partners will conduct a multi-jurisdictional review of comparable laws and regulations in jurisdictions in Asia, Europe and North America that currently operate nuclear power plants and/or have operated such plants in the past and have created a legal infrastructure to manage highly radioactive waste. Lin & Partners will draft laws and regulations to govern the management of such waste in Taiwan, and then organize conferences and seminars to introduce the draft laws and regulations to relevant stakeholders in Taiwan such as government officials, scholars, non-government organizations, and the public, and then incorporate feedback into the legislative drafting process.

Lin & Partners is unique among law firms in Taiwan in that it maintains dedicated practice groups for Infrastructure & Public Procurement as well as Government Affairs & Public Policy. Dr. Lin and his colleagues are recognized as the leading nuclear energy lawyers in Taiwan, having advised the nuclear energy regulator, the Atomic Energy Commission, as well as the nuclear power plant operator, TaiPower, on numerous projects with regard to nuclear waste management, nuclear plant equipment procurement, and contractor disputes.

“TaiPower is a long term client for both nuclear and non-nuclear projects and we look forward to working with the company again”, said Dr. Lin. “Taiwan has the opportunity to enact laws to manage highly radioactive nuclear waste based on local experience and best practices from other jurisdictions, and it’s an honor to be selected for this project. Together with our work for the Atomic Energy Commission, we are proud of our contributions to the safe use of nuclear energy in Taiwan.”
