Lin & Partners has long been active in the construction and infrastructure field, advising clients, notably, on the review of construction agreements and corresponding land use issues, Build-Operate-Transfer (BOT) structures, Public-Private Partnerships (PPP), government contracts and their respective public tenders. In this sector, the firm’s clientele includes most, if not all, ministries and agencies/commissions within Taiwan Government’s administrative branch.

Additionally, Lin & Partners is also a one-stop shop for foreign clients on how to submit tenders, manage attributed projects and resolve possible disputes related to large construction and infrastructure projects in Taiwan (e.g., railway procurement and build up (including the building of new railway tracks), construction of building complexes etc..).

Key Cases and Track Records

Lin & Partners advised a Korean construction conglomerate in the Kaohsiung Fubon Ao-Zi-Di Development, worth over NT$37.5 billion in investments and covering over 38,466 square meters (2023) - https://ctee.com.tw/news/finance/615428.html
Lin & Partners advised a large Japanese conglomerate regarding its participation in a railway procurement bid with Taiwan High Speed Rail worth US$811 million. This case involved not only assisting the client during the entire procurement process, but also significant tax planning and advice (2023).
Lin & Partners advised and represented Taoyuan International Airport Corporation in connection with construction disputes arising from the “Terminal 3 Construction Project” (2020-2023).
Lin & Partner has been representing for over a decade a European global rail system developer hired by the Kaohsiung authorities in connection with the creation of the light rail transportation system in Kaohsiung. Most recently, Lin & Partners has been assisting this client in a series of post-completion disputes, notably related to penalties for delayed delivery and unpaid/unduly deducted payments (on going).
Lin & Partner advised the Taiwan Tourism Bureau in settling disputes in the Dapeng Bay Scenic Area concerning real estate, registration rights, concessions, etc.. (2022).
Lin & Partners advised and represented the Taichung City Government on project disputes arising from the “Taichung National Opera House New Construction Project” (2018-present).
Lin & Partners provided legal advice and served as the agent of the Taiwan Railway Bureau (Ministry of Transport) in the dispute resolution process arising from “The schematic diagram of Hualien-Taitung Line Electrification Project” and “The schematic diagram of Kaohsiung Urban Railway Underground Project (including the Zuoying and Fengshan projects”. The cumulative total amount in dispute in each case reached NT$5 billion (2016-present).
